Front Bumper Mounting Holes Dimension

My front bumper has been a little bit askew for as long as I've owned my car, probably from a minor hit before I owned it.
I have a dimension of about 28 7/8" between centers of the mounting holes. On the driver side there is about 1.5" between the outside of the frame rail (horn ?) and the opening in the lower valance and about a 1" gap on the passenger side.
I can't see any evidence of either side being bent one way or the other.
Any ideas on which way I need to make adjustments?

While its not uncommon for Tigers to have had some love taps.. It is quite possible that the issue is the bumper brackets.. There is quite a bit of adjustment in them.. And they also have often been tweaked....is start with adjustments or massaging the brackets

Thanks for the reply. Yes, my front brackets will need some attention but I wanted to start with the mounting holes. The difference in the gaps, left and right indicates something is a little out of whack there and I want to put that right first. When I bought my car, 40 years ago this month, it had a strange fabricated bar instead of a front bumper which I always believed was the result of an accident of some sort. I did find a bumper and got it fit fairly nicely, partly by elongating the holes in the brackets, but am now trying to put everything right.
 
Rootes Workshop Manual

Do you have a copy of the Rootes Workshop Manual for the Tiger. In Section O is a diagram showing a lot of the body dimensions. Unfortunately, it does not list the distance between the centers of the mounting nuts for the front bumper. However, it does give a dimension for the frame rails at the front of the car and you should be able to use it to see if your front frame rails are tweaked.

David, I don't have the manual but this will do perfectly. Thank you for posting it. I just measured and I'm about 1/2" under the 27.12" dimension given for inside the frame rails. If I can persuade that driver side out about 1/2", the outside gaps will be even and the dimension will be correct.
