Gas Gauge or Sending unit??

I recently put my Tiger back together and have a few bugs to work out that weren't there previously. I removed my tanks dipping and refinish, put it all back together and my gas gauge now doesn't come off the full mark until I shut the car off at which time the needle drops to 0 gallons. So I'm wondering if this would be a wiring issue, sending unit, or gauge. Any input would be greatly appreciated. Back to the garage! Cheers.
 
Steps

Non voltmeter instructions.
1. remove Driver's side tank cover.
2. Take sending wire off put ign to on position and see if a 12v test lamp blinks slowly .
If steady or nothing go to voltage stabilizer under dash. I believe that they are pictured in S.S. catalog . But look like a 3 wired about 2" long and just under 1/2 inch. They are attached to the dash support bracket driver's side from center.

It sounds like a stabilizer problem but it's a good idea to open up the sender and clean up the wiper and wound wires brushing lightly with contact cleaner. I like the electric equipment stuff but a little laquer thinner is ok but don't break the windings.
 
Look for

A Tiger Tales article. I was repeating a method that worked for me . I had read it other places and there's much better ways to troubleshoot the electrical system.
