Is this fixable? I am sure if the rivet is to ground or to the the terminal that is broken off. Anyone?

Horns are wired constant hot (+ pos) and are grounded to make noise. Any repairs you make should take care to isolate any contact.

Fiddly

Pitt your car is going Modified right? I have had many bikes with horn tanks motorcycles with similar horns and anemic stock horns that can't be easily disassembled. I found that pumping a little more voltage into some worked for awhile. I annoyed the crap of of the family and the neighbors by trying to give them a little work out and they sometimes get better but then later get stuck again. Hang em there for looks and hide a cycle disc horn they are cheap and loud and hide very well.
