There is a voltage stabilizer that reduces voltage to the gauges, I think lowering the working current to cluster of gauges. I want to say 7.5 volts or something big red shop manual book can help.
OK, but for testing can I just touch a positive 12v to one terminal and a ground to the other to see that the needles move? I haven't tried it because I don't want to damage them.
It shouldn't damage the gauge but WILL make it read high. Probably a good enough indicator that it isn't dead though.
