Transmission Tunnel

Hi I am new to the club restoring a low mileage Mark1A in New Jersey, when I was cleaning the transmission tunnel saw these cuts on the tunnel. I am sure the car did not leave the factory like this, did someone cut it to access the bell housing?.Also which is the best place to buy the rocker and patch panels. Does anyone have the contact info of Jeff Howarth in UK.

possibly the top trans bolts, I'd say and I have seen bigger holes cut
