This was an odd statement I thought. I prefer them with the side trim on, but looks like a great paint job.

Action Donation Services is one of those companies that solicits donated (cars, planes, boats, etc.) on behalf of various charities so the donor can maximize his tax deduction. What do they mean by "clean title"? I can understand the request for signing a release that the car is sold AS IS/WHERE IS, but why FOR PARTS ONLY. Does the car have a California p (or other state pink slip? The eBay listing has the VIN number as being 00. Wonder what the rest of it reads.

You may be right, but the AS IS clause should cover their butt for any and all contingencies involving the condition of the vehicle. Requiring the buyer to sign a statement that the car is FOR PARTS ONLY (to me) implies there is something that could prevent the buyer from being able to register the vehicle for use on the road. Perhaps registration (not title) has lapsed and they (or the previous owner) did not want to go through the hassle of trying to get the car registered, even though they do have a title. And perhaps the title was only signed off by a previous owner, but never transferred to Action Donation Services (they may not want to pay to register the car or to deal with the hassle). With little facts to go on, we can only generate a lot of speculation.

would get donated. I think that you can now sell vehicles in as is condition without a smog check. They most likely have a one size fits all auction boilerplate terms and conditions. Buyer pays sales tax on used cars in Cali. to DMV then use tax on registration.

In the wonderful over-legislated State of California, the vehicle seller is responsible for supplying the vehicle with a valid smog certificate when it's sold. So, a vehicle that is of a year required to be smogged, that won't pass smog, is basically un-saleable as a vehicle.
The way around having to provide a smog certificate is to sell the vehicle "for parts only", not as a registered vehicle, and have the buyer sign a statement to that effect to relieve the seller of the smog obligation. It's common boilerplate language put on used vehicle sales so the seller doesn't have to provide a smog cert, they probably use it in every vehicle ad and sale, CYA.... or they don't realize a '65 doesn't need to be smogged.
Another consideration is that if you consistently sell more than a certain number of vehicles per year the DMV will decide that you are a "dealer" and require you to get a dealers license. If you're just selling "parts" it'd probably keep you under their radar for a while longer. Although then someone would probably decide you needed a license to be a dismantler if you're selling vehicle parts. Everything in California requires some kind of license or permit with the attendant fees. You 49 state people probably think I'm exaggerating, but in California it's illegal to have an unlicensed vehicle stored on your own property... even if it's inside! Has to be registered or non-op cert. And if it's registered, it has to be insured. And if it's '75 or newer, it has to be smogged. How do you raise taxes without raising taxes? Licenses, fees, and fines for not having the license and paying the fees...

I just sold a POS of my sister in laws without a smog cert. It is now legal to do so, but it is advised to get it in writing and signed by buyer, per AAA, DMV clerk.

Bob, since I had to clear several vehicles from San Diego County you can have one stored non op or not if it is inside. It's code enforcement gone crazy. I'm totally on your side and agree that Cali. legislators ____. insert you favorite bad word.

Now back to clues, and OT, notice the STOA sticker on the car, she's from the great wet North of Calif, which should be a different state:D couldn't resist...

Not always true--I have CAT stickers here in the north but no STOA stickers---so that puts a hole in your theory. :)
but Apple Valley is up highway 50 near Apple Hill area.

Just from the photo observation, I see damage affecting value. Without an experienced Sunbeam metal shop's inspection, I would defer to a lower price opinion. We routinely filet our restorations as a matter of course "BEFORE" guestimating values or man hours. 2-cents
