Have question on original steering wheels

For you guys that have installed/worked on your original Tiger steering wheels is the horn assembly kind of stiff and not very smooth when pressing on the chrome portion on it. I have an older wheel that I have been working on and when I press on it the horn part really doesn't want to return after releasing the pressure or if it does not fully. Any tips or ideas or is this just the way they are. By the way all of springs are installed and as far as I can ascertain they are installed correctly. At least they are in the position that I received them in.

From my limited expiance, the horn ring pushes in smoothly and returns smoothly and quickly with the inbuilt springs
